dc.description.abstract Newspapers scatter a tabletop. The print is referring to a proposal by the Commune of Paris to "freeze" rents by decree on March 30,1871 for a certain period of time. The Government responded with a rather dubious arbitration proposal presented by the minister of Justice, Dufaure. Due to the redesign of the Parisian avenues by HAUSSMANN many houses were demolished in favor of representative boulevards. This contributed to a serious shortage of apartments. Daumier is illustrating this problem in many caricatures at that time, especially in the series “Locataires et Propriétaires”. Jules Armand Stanislas Dufaure (1798 - 1881) was by profession a lawyer and had a very active political life under several governments. He was Minister of public works 1839-40, Minister of the Interior in 1848 and 1849, Minister of Justice and vice-president of the council 1871-1873, Minister of Justice again in 1875-1876, President of the council in 1876. From December 1877 to January 1879 he was again appointed Minister of Justice. In 1876, he was appointed lifetime senator for merits to his country. en_US
