It shows Louis-Philippe and Dupin congratulating each other, while the members of the council behind them cheer them vehemently. The King is congratulating Dupin for his success in trapping a nation. Dupin is welcoming the King in the middle of elected representatives and members of government who in reality have nothing in common with the people. en_US
